Citadel: The Council Walkthrough
When you take command of the new Normandy after the events of Freedom's Progress, you receive a message from Captain Anderson that differs depending on the fate of the council at the end of Mass Effect.
If you saved the council in the previous game, there is a meeting underway. If you didn't save the council, they will refuse to meet you. They are skeptical about your Mission to stop the Collectors and don't believe that the Reapers' threat is actually real. If you saved the council or if the council died, but Captain Anderson became a councilor, you can decide to be re-instated as a Spectre.
There is no choice if the Council died and Udina became councilor.
